New York continues to seriously contemplate the legalization of adult-use marijuana with a proposal slated to be in the Governor’s Executive Budget next year. We will hear from Heather Trela, director of operations and fellow with the Rockefeller Institute of Government, whose research is focused on federalism issues with an emphasis on marijuana policy. Trela will discuss how states operate that have legalized marijuana given the federal law, including the specific implications for financial services. She will also address a number of issues revolving around legalization talks: the economic impact, expected revenues, taxation, supply and demand, vaping, and social justice impacts. This will be an informative session on a topic that may be a reality in New York in the not so distant future.

Senator Neil Breslin, Senate Insurance Committee Chair, New York State Senate
Senator Neil Breslin has served in the New York State Senate for more 20 years and is Chair of the Senate Insurance Committee. He is known for his insurance expertise and was the longest serving president of the National Conference of Insurance Legislators. Senator Breslin will provide his insights about the first part of the 2019–2020 legislative session and what he anticipates for the remainder of the session as we look to this upcoming year.
