Albany Alert: DFS Circular Letter on Disaster Planning, Preparedness, and Response

The New York Department of Financial Services (DFS) issued its annual circular letter on disaster planning, preparedness, and response today.

The circular letter to the P&C insurance industry requires each regulated entity to submit to DFS a response to a pre-disaster data survey by 6/11/26, and a disaster response plan and responses to disaster response plan and business continuity plan questionnaires by 7/30/26. Similar to last year, regulated entities should submit their responses through the online portal developed by DFS to streamline the process for collecting this information.

Although there are no substantive changes to this year’s circular letter, DFS does remind regulated entities that it recently introduced DFS ID, a new secure, single sign-on experience across DFS's online systems. The submitter of these filings must be added by the entity’s DFS ID Entity Administrator as a Reviewer for the Disaster Preparedness and Response on the DFS Portal. Additional instructions can be found on the Disaster Preparedness and Response Filings page and the DFS ID page on the DFS's website.
