Legislature Passes State Budget

After nearly two months of stalemate, and the passage of multiple extenders, the last of the budget bills were voted on last week by the Governor. Notably, the Governor held a press conference highlighting the auto insurance reforms included in the final budget. The press release specifically references lowering the cost of auto insurance while ensuring that savings are returned to consumers. NYIA released an Albany Update last week with a breakdown of all budget proposals relevant to the property and casualty industry. Given the number of proposals affecting our members, NYIA will be providing more information in the future to assist companies with implementation and compliance related to the various provisions. Bills on the Move

As we approach the end of session, the typical procedures for advancement of bills are not necessarily in effect and bills can move very quickly with little notice. That being said, we already saw movement with a several dozen bills this past week. We have noted bills in the document that we are seeking member feedback on as far as a position. DFS Adopts Regulation on Peer-to-Peer Car Sharing

DFS has adopted amendments to 11 NYCRR 60 on peer-to-peer car sharing programs. The amendments align the current statute to chapter 696 of the laws of 2025, which was signed last year (A6576B Weprin/S5941B Skoufis) and has undergone chapter amendment 69 of the laws of 2026 (A9508 Weprin/S8786 Skoufis). No changes were made since the amendments were proposed.

NYCIRB Releases Pamphlet on Data Submissions to Pheonix

The New York Compensation Insurance Rating Board (NYCIRB) has released an educational pamphlet describing changes that data submission professionals can expect when the board launches its new data processing platform, Phoenix, on January 4, 2027. The pamphlet is available for viewing in the Learning Center on NYCIRB’s website. The board will continue to add educational material (e.g., frequently asked questions, webinars) to the Data Submission page in the Learning Center in anticipation of the upcoming changes. Legislative Introduction Bulletin

While the focus right now is on the end of session and bills that are moving, we want to keep members apprised of bills that have been introduced. NYIA’s Legislative Introduction Bulletin 06.02.26 contains bills of interest that have been added to NYIA's tracking list from May 9, 2026, to May 29, 2026. If you would like a copy of a particular bill or sponsor memo, please visit the Senate or Assembly websites, which are linked in the bulletin. We are seeking member feedback on certain bills, which are noted as such in the document. If these bills start to move, we want to ensure we have the necessary information to weigh in. 

As any of these bills move through the legislative process, we will notify you under separate cover and take appropriate action on your behalf. If any member has a different viewpoint than the recommended position and priority listed, you’re encouraged to contact NYIA at your earliest convenience.
