Legislative Introduction Bulletin 05.11.26 contains bills of interest that have been added to NYIA's tracking list from April 25, 2026, to May 8, 2026. If you would like a copy of a particular bill or sponsor memo, please visit the Senate or Assembly websites, which are linked in the bulletin. We are seeking member feedback on certain bills, which are noted as such in the document. If these bills start to move, we want to ensure we have the necessary information to weigh in. 

The document includes the following key bills:

• A11155(Rozic) - Requires all motor vehicle insurers to file annual detailed financial and claim data statements with the superintendent of financial services. NYIA opposes. 
• A11164(Hunter)/S10225 (Bailey) - Provides for the issuance of pet insurance. NYIA supports. 
• A11262(Hunter) - Relates to kinds of insurance authorized. The bill was brought forward by the Excess Line Association of New York (ELANY). NYIA is seeking member feedback.
• S10226(Bailey) - Provides for insurance against expenses and business income losses from acts or threats of violence and adds representations and warranties and tax interpretation insurance. The bill is nearly identical to the above, A11262. NYIA is seeking member feedback. 
• A11203(Lavine)/S10035 (Sepulveda) - Relates to clarifying discovery, limiting certain litigation practices, capping electronic record fees, and prohibiting mandatory arbitration and confidentiality clauses in injury and malpractice cases. NYIA strongly opposes. 
• A11239(Dinowitz)/S9533 (Skoufis) - Relates to permitting a plaintiff to recover directly against a third-party defendant found to be liable in certain actions. NYIA strongly opposes. 
  • The bill was already introduced in the Senate and now has an Assembly companion.
• S10171(Cleare) - Provides for the types of damages that may be awarded to the persons for whose benefit an action for wrongful death is brought. NYIA strongly opposes. 
• A2211(Berger)/S10213 (Ramos) - Relates to electronic delivery of workers compensation notices. NYIA supports. 
  • The bill was already introduced in the Assembly and now has a Senate companion.
