Governor Publishes 30-Day Amendments to Budget
Yesterday, Governor Hochul released her 30-day amendments to the executive budget proposal. Notably, none of the provisions relevant to property and casualty insurance were changed, and nothing further was added. NYIA will continue to track all budget developments and keep members apprised.
NYIA Launches TGFI Renters Resources
NYIA is excited to launch the latest installment of Thank Goodness for Insurance (TGFI) with our resources for renters. From its inception, TGFI has focused on educating consumers about the value of insurance–a commitment that remains at the forefront of this newest launch. TGFI’s renters section serves policyholders by sharing resources that highlight the differences between a renter’s and landlord’s insurance policies, clarify how coverage applies when damage originates from a neighbor’s apartment, offer guidance on protecting personal belongings and explore data and trends surrounding renters insurance. Poll Shows Overwhelming Support for Governor’s Auto Insurance Proposals
A new statewide poll of over 1,000 New York voters shows 86 percent support Governor Kathy Hochul’s plan to lower auto insurance rates. Three‑quarters of respondents believe New York’s auto insurance costs exceed those of other states, and 75 percent say the expense is a financial burden. The survey also found that 60 percent of voters think auto insurance fraud—such as staged crashes—is common and contributes to high premiums. Support for reform is both bipartisan and widespread across all regions, highlighting affordability as a unifying issue for New Yorkers.
Governor Hochul Announces EXPRESS NY to Streamline Regulations
Governor Kathy Hochul announced the launch of EXPRESS NY (Expediting Processes and Regulations to Enable Streamlined Services), a new statewide effort to tackle outdated and burdensome regulations, policies, and practices. EXPRESS NY is the next phase in the governor’s 2026 State of the State commitment to cut excessive red tape to speed up government processes. In October, Governor Hochul directed state agencies to identify outdated or obsolete regulations and policies which yielded nearly 100 potential regulations and practices in need of reform, modernization or elimination. New Yorkers are encouraged to submit ideas in a new portal that the State has launched here. The call for ideas will be open until April 3.
WCB Implements Electronic Submission for Form RFA-2
The Workers Compensation Board (WCB) published Subject Number 046-1800 on implementing electronic submission for form RFA-2. As previously mentioned, effective March 20, 2026, the WCB will not accept or act on paper Request for Further Action by Insurer/Employer (RFA-2) forms submitted by insurers/employers. Additionally, WCB's current legacy RFA-2 web form will become obsolete. For any questions, please contact eforms@wcb.ny.gov.
