Mark Gardner is Allstate’s legislative and regulatory counsel in New York State. He serves as the lobbyist and liaison to New York State legislature and New York State regulatory agencies; identifies appropriate legislative/regulatory opportunities and advocates Allstate’s legislative and regulatory priorities. He consults with business units regarding political and regulatory implications of existing and proposed new programs; drafts and circulates legislative bills among interested parties (both internal and external) for internal consensus and to determine impact. Mr. Gardner delivers internal and external presentations related to legislative and regulatory developments; collaborates with trade associations to identify issues of interest and determine degree of company involvement and visibility of issues.

He attends and participates in legislative and regulatory hearings; reviews and addresses responses to NYDFS requests for information, Reports on Examination, and proposed stipulation/consent orders; reviews insurance holding company act registration statement & amendments; and determines and implements strategy for resolving regulatory compliance issues. Mr. Gardner was the Chief Compliance Officer at his last three employers. He has over 25 years of experience in insurance regulatory compliance and lobbying, including a stint at the N.Y. State Insurance Department as a Deputy Superintendent. Previously, Mr. Gardner worked at The Starr Companies, USI Holdings, Gen Re and Gen Re’s primary insurer, (General Star Indemnity), AIG for two terms totaling ten years, and The Home Insurance Company.
